The investigation is complete on last year's fencing collapse of the 17th Street bridge onto the Downtown Connector. The main culprit seems to be an adhesive.

Engineers originally used an epoxy to hold the bridge's anchor bolts in place.

"In 2004, when this bridge was built, the epoxy that was used was an approved epoxy by the Department of Transportation," said Mark Moore, the engineer who led the investigation.

But Moore says, over time, the epoxy gave way, the bolts pulled out and the fence came crashing down onto the road below in the middle of the night on August 13.

The Department of Transportation will now conduct inspections on its 15,000 bridges around the state.

No one was injured in the bridge collapse and only one car was damaged.
