DEKALB COUNTY, GA — A 34-year-old man has been sentenced to life in prison plus five years for the fatal shooting of a parking services employee during an argument over a booted car.
DeKalb County District Attorney Sherry Boston announced a jury found Otis Blakes guilty of murdering 47-year-old Kirwin Hinds in 2025.
The District Attorney’s Office said Hinds was called to an apartment complex on Peachwood Circle near Interstate 85 and Mercer University to remove a boot from an illegally parked car.
Blakes’ brother, Christopher Blakes, began yelling at Hinds to remove the boot. Hinds repeatedly asked Christopher Blakes to pay the removal fee and attempted to create space between them.
The confrontation turned physical when Christopher Blakes shoved Hinds. Hinds responded by shoving Christopher Blakes to the ground.
As the altercation continued, Otis Blakes opened fire, shooting Hinds in the head. Hinds died at the scene.
The incident was captured on video by a camera Hinds was wearing.
Otis Blakes was taken into custody and has now been sentenced to life in prison plus five years to serve.
Christopher Blakes received two misdemeanor counts.
