Spectators will be in the stands at the delayed Tokyo Olympic games.

Olympic organizers announced Monday that there will be a 50% capacity limit at venues with a maximum of 10,000 people in attendance, The Associated Press reported.

Approximately 3.5 to 3.7 million tickets have been distributed to residents of Japan, NBC News reported.

The decision was agreed upon by the International Olympic Committee, the International Paralympic Committee, the Tokyo 2020 Organizing Committee, the Tokyo Metropolitan Government and the Japanese government, NBC News reported.

But officials said that the rules could be changed, with fans once again banned, if COVID-19 cases increase.

The fans will all be from the local area since international fans are prohibited from traveling to the games, NBC News reported.

The 10,000 cap does not include sponsors, media or sporting federation officials, so the actual number of attendees at a venue may be closer to 20,000, organizing committee CEO Toshiro Muto said, according to the AP

Health officials are afraid that opening the games to spectators, albeit local fans, could make the numbers go up as many people in the country have not been vaccinated against the coronavirus, the AP reported.

Japan’s top medical advisor, Dr. Shigeru Omi, said recently that it would be safer to hold the games without people in the stands, the AP reported.

No matter who is in the stands, one measure that is being instituted to prevent the spread of the virus is that shouting will be prohibited, Reuters reported. Fans are also told to go directly to venues and then straight home.

The games, which had to be postponed a year due to the coronavirus pandemic, are scheduled to begin on July 23.
