A surprise in the House on Friday afternoon, as lamwakers rejected a bill that would have cut off funding for offensive military actions as part of NATO attacks on Libya. Almost 90 Republicans voted against the measure, many because of the bill's details.
Those details allowed U.S. military support for NATO for items like operational planning, reconnaissance, intelligence and more - which many Republicans said are basically acts of war.
