It is known as the Cap and Trade bill, but two key Senate Democrats are hoping to move away from that moniker, as Senators John Kerry and Barbara Boxer today unveil what Democrats hope to move through the Senate on climate change legislation.

The bill has the goal of cutting greenhouse gas emissions by 20 percent in the year 2020, a tougher standard than the bill that went through the House back at the end of June.

A draft plan was in the hands of all kinds of lobbyists, reporters and interested parties on Tuesday, weighing in at "only" 801 pages.

As I thumbed through it last night, it brought back some familiar subject lines from the House passed climate change bill.

Energy Efficiency in Building Codes
* Employment assistance for workers who lose their jobs because of Climate Change

I will wait to list a lot more until I see the final bill.

But here is one that is sure to rile up one industry that you don't hear about too often in the halls of Congress - the taxicab industry.

Section 173 of the draft bill would allow a "State or political subdivision of a State" to set standards "for fuel economy for taxicabs."

Now, I certainly don't remember that from the House bill.

Section 752 would "provide United States assistance to developing countries" to deal with deforestation and conservation.

And there is much more.

This draft also has a lot of holes in it, which would be filled in later, like Section 131 under Subtitle D, which says "To Be Supplied."

Other items say "Placeholder for text" on certain subjects.
