The image most people have of casinos is of a place filled with mobsters, hookers and desperate people spending their last dollar.

It's an image that doesn't fit with what goes on at Dover Downs.

"60 percent of our customers are female," Sutor says.  "Their average age is 55.  These people are empty nesters.  Their kids are out of the house.  These people still work.  So, Monday through Friday they're in their office.  They come out at night and on weekends.

"During the weekdays, it's mainly retirees," he says.  "If you go down to the gaming area on any given weekday, you'll see them there, playing."

And, Sutor says, most are from someplace other than Delaware, meaning the state is getting its money, not from its own residents, but from people who live in Virginia, Maryland, Pennsylvania and Washington, D.C.

"We get 20 percent of our business from the state of Delaware," says Sutor.  "80 percent comes from out of state."
